1) uninstall ALL AMD drivers and software, uninstalling AMD install manager as well.
2) reboot to safe mode and clean with the driver sweeper
3) reboot and from windows device manager delete the Standard VGA device.
4) reboot and wait for the standard vga to install.
5) install the new catalystAs simple as that, just need to uninstall the previous version p r o p e r l y. Very important to delete STandard VGA, reboot and let it automatically reinstall.

The only problem with the original installer is that you are missing a lot of stuff (unless you don't care for):
- openCL
- encoding/decoding/transcoding
- video converter
- hydravision
There's no way to get them without editting the original installer.
