Click Run in the Start menu, enter gpedit.msc and click OK. The Local Group Policy Editor window will open. Expand Local Computer Policy -> Computer Configuration -> Administrative Templates -> System -> Logon, and open the Setting Turn off Windows Startup Sound. In the Turn Off Windows Startup Sound Properties window click Disabled, then save the setting by clicking OK.

This should be ENABLED, not Disabled - according to the “Explain” Tab anyway…. Microsoft’s is always confusing in the Policy editor and this one is no exception. You want to “turn on” (enable) the feature of “turning off” the sound.
Admin: This page is alright: We want to hear the startup sound, so we don’t want to turn it off. If we choose enable, “Turn off Windows Startup Sound” will be activated and we won’t hear anything. However if we disable it, the Startup Sound will not be turned off

It doesn’t work: I don’t hear the sound and nothing about “windows startup” appears in control panel “sound” applet.

Admin: It’s a little bit useless yes, but why not enable it if it is possible!

Drag your favourite mp3 to the startup folder, should do it.
